The Federal Communications Commission is considering allowing telemarketers to inundate your cell phone with voicemail messages.  And these companies would leave messages without ever making your cell phone ring.

The Republican National Committee is all for the legislation, as it would utilize the services to send callers messages about the RNC.  According to the Republican Committee not allowing companies to leave callers with prerecorded pitches, could threaten the First Amendment rights of political groups.

The RNC  said in a petition, “…to declare that the delivery of a voice message directly to a voicemail box does not constitute a call that is subject to the Telephone Consumer Protection Act (“TCPA”) and its implementing rules.”  They also maintain that the delivery of a voice message directly to a voicemail does not constitute a “call.”
