The order was signed on Monday, in preparation for the coming Hurricane.  The emergency order allows the Adjutant General of the Virgin Islands to seize the private property needed to protect the islands.  However, the order is subject to the approval by the territory’s Justice Department.

An emergency declaration was issued on Tuesday, mobilizing the National Guard units to prepare for the massive storm.

Mapp said, “This is not an opportunity to go outside and try to have fun with a hurricane.  It’s not the time to get on a surfboard.”
